In a recent revelation, the Cuban foreign ministry has exposed a human trafficking ring responsible for recruiting Cubans to participate in Russia’s ongoing conflict in Ukraine. This operation involves individuals residing both in Russia and Cuba, with the Cuban government taking swift action to combat this illicit network.
Cuba, a historical ally of Russia, has reiterated that it does not officially partake in the Ukrainian conflict. However, the discovery of Cubans being incorporated into Russian military forces fighting in Ukraine has raised significant concerns.
Cuban officials announced that they have "detected" and are working to neutralize a human trafficking network that operates from Russia to incorporate Cubans there, and even some from Cuba, into the military forces participating in the war in Ukraine. https://t.co/GwE8YBcXoS

The details surrounding the operation remain shrouded in mystery, and the Cuban foreign ministry has not explicitly identified the parties responsible. Nonetheless, this revelation comes on the heels of President Vladimir Putin‘s decision last year to increase the Russian military’s size due to heavy losses in Ukraine.
Reports from a Russian newspaper, the Ryazan Gazette, suggest that Cubans residing in Russia joined the Russian combat forces, enticed by the promise of Russian citizenship. Furthermore, videos have emerged indicating that Serbian volunteers are training to join Russian troops in Ukraine, underscoring the international complexities of the conflict.
Cuba’s foreign minister, Bruno Rodríguez, released a statement on social media platform X, stating that Cuba would employ “the force of the law” to counter attempts to recruit its citizens as combatants in foreign conflicts. This stance is a significant departure from recent Cuban-Russian relations, characterized by tightening trade ties.
Historically, Cuba and Russia have maintained close ties since the Cuban revolution of 1959 when Fidel Castro took power. During the Cold War, Castro aligned with the Soviet Union, receiving economic, political, and military assistance. The 1962 secret deal allowing the USSR to station nuclear missiles in Cuba heightened tensions between the US and the Soviet Union.
Despite the peaceful resolution of the Cuban missile crisis, US-Cuba relations have remained strained, primarily due to decades-long US sanctions imposed on Cuba.
Cuba’s revelation about the trafficking ring signals a rare discord in the current Cuban-Russian relationship, which has witnessed increased diplomatic exchanges and cooperation.
Russia’s plan to bolster its armed forces by over 30% and the undisclosed casualties in the Ukrainian conflict have prompted unconventional measures like recruiting foreign nationals to fill its ranks.
While the Cuban foreign ministry’s statement does not explicitly connect to the Ryazan Gazette reports, it unequivocally condemns the use of mercenaries and human trafficking in recruiting Cuban citizens for armed conflict.
Cuba has begun prosecuting cases of Cubans coerced into fighting in Ukraine, taking legal action against those involved in these activities. This marks a resolute stance by Cuba to protect its citizens from exploitation and involvement in conflicts abroad.
As this situation unfolds, it adds another layer of complexity to the ongoing Russia-Ukraine conflict, raising questions about the extent of foreign involvement and the global repercussions of this trafficking network’s activities.
